“Heads have rolled” after the investigation on the subject of theft in the defense sphere by people from Petro Poroshenko’s inner circle.
Anti-corruption agencies detained the former and current directors of the state-owned enterprise “Spetstechnoexport”, which is part of the state concern “Ukroboronprom”.
Obviously, the suspects are Pavel Barbul and Vladislav Belbas, although the National Anti-Corruption Bureau does not give names.
“On March 4, the detectives of NABU and SAP (Specialized Anti-Corruption Prosecutor) detained the current and former directors of the state-owned enterprise “Spetstechnoexport” on suspicion of embezzling $ 2.225 million,” the agency said.
“Three other former officials of the state-owned enterprise were also detained,” reported NABU.
“Spetstekhnoexport” itself reports that the agents of NABU detained the director of the enterprise Vladislav Belbas in connection with the investigation of the conditions of the execution of one of the company’s export contracts during 2009-2016.
On March 4, NABU detectives conducted “investigative and operational actions” in the office of “Spetstechnoexport”, the investigators were given “access to all the requested materials”.
The Head of the Anti-Corruption Prosecutor’s Office Nazar Holodnitsky announced suspicion to the ex-director of the subsidiary of “Ukrspetsexport” the state self-financing foreign trade enterprise “Spetstechnoexport”. According to Holodinsky, the suspects were involved in organizing the criminal scheme of embezzlement of funds that caused the state 55.5 million UAH of losses.
Also, SAP prosecutors and NABU detectives announced the suspicion to four more current and former high-ranking officials of the “Spetstechnoexport,”.
Officials are accused of forgery and intentional embezzlement conducted by prior agreement with the usage of their official position that caused serious consequences for the interests of the state. According to the criminal code of Ukraine, this is the criminal offense.
According to the investigation, the former Director of “Spetsnoeksport” in the complicity of two of his deputies, the Director of the department and the Head of the enterprise’s sector, organized a criminal scheme of embezzlement of state-owned funds previously owned by government enterprise “Civil Aviation Plant 410”. The funds were transferred to the foreign legal entity.
Under the terms of the agreement, the intermediary assumed obligations on behalf of, in the interests of and at the expense and under the control of “Spetstechnoexport” to provide services for the purpose of concluding and subsequently executing a foreign economic contract.
For such services, on the basis of the signed acts of execution of work and payment orders signed by the suspects, in 2015 2.2 million USD were transferred from “Civil Aviation Plant 410” by using the account of “Spetsnoeksport” to the foreign legal entity. However, the intermediary never delivered prepaid services.
SAP reports that as a result of the unlawful actions of the officials of “Spetstechnoexport” and the unjustified transfer of funds to the foreign legal entity the state lost an amount equivalent to 55.5 million hryvnias.
5 people, including the former and current directors of the subsidiary, are detained. In the near future, the court will choose a preventive measure for them.
Note that from December 26, 2014, to June 25, 2018, “Spetstechnoexport” was headed by Pavel Barbul (first as acting Director, and from February 3, 2015 – as Director).
On June 26, 2018, Vladislav Belbas was assigned as the Director of “Spetsnoeksport” who since October 22, 2014, worked as the Deputy Director of the same company.
In the fall of 2018, journalists found out that Pavel Barbul’s family acquired a new large house in luxurious Koncha-Zaspa neighborhood of Kiev immediately after Barbul’s dismissal from the state-owned enterprise.
It needs to be reminded that, on February 25, the Bihus.info published an investigation concerning the theft in the defense sphere by Poroshenko’s inner circle. The investigation featured the son of the Deputy Secretary of the National Security and Defense Council, Igor Hladkovskiy
Oleg Hladkovskiy claimed that the case was “artificially constructed,” but the President signed a decree on March 4 about Hladkovskiy dismissal from the post of first deputy secretary of the NSDC.
On February 27, in connection with the investigation, “Ukroboronprom” dismissed the Director of the State Enterprise “A. Morozov Kharkiv Design Bureau for Mechanical Engineering” Alexey Babich and the Director of the State Enterprise “Izyumsky Instrument-Making Plant” Sergey Filonenko.
