
The operator of nuclear power plants in Ukraine during the Russian aggression tried to abandon spare parts from the Russian Federation.
“Energoatom” was unable to organize the production of spare parts for Russian generators, which are currently supplied to the country by proxy companies under the protection of the Security Service of Ukraine (SSU). The state enterprise has twice canceled tenders for the production of an experimental batch of spare parts for the repair of the 78G diesel generator for an expected amount of 23.15 million UAH. This was reported by “Nashi groshi” with reference to the data of the ProZorro system.
“Energoatom” was planning to order an experimental batch of 33 spare parts for the Russian diesel generator 78G, which is used at most nuclear power plants in Ukraine as a backup power generator in case of a sudden blackout of the nuclear power plant.
At first, “Energoatom” announced only spare parts drawings made by its SS “Atomprilad” design bureau. They contained references to TU U 28.1-37147787-069: 2017, which planned to provide the winner of the tender only after the conclusion of the contract. However, the company “Raido Trading” (Latvia) for the AMCU has achieved the publication of technical conditions developed by “Atomprilad”.
Under the terms of the tender documentation, the participants were required to confirm with arbitrary inquiries that they had the equipment and material and technical base necessary for the provision of services, and employees of appropriate qualifications with the necessary knowledge and experience.
“Energoatom” announced the first tender in the fall and Nordetanolis (Lithuania) and Borislav Plant PEMA (Lviv region) applied for it. Later, however, the Lithuanian company was not allowed to bid due to the lack of its own equipment, production facilities and employees of relevant qualifications. Therefore, the tender was canceled.
“Energoatom” made a second attempt in the winter. This time there were three applications. In addition to the companies mentioned, the offer was also filed by Motortech LLC. However, Nordetanolis and Motortech were again barred from bidding due to complaints about their own production. The Lithuanian company announced that it would make spare parts in cooperation with Adriadiesel d.d. (Croatia), and did not undertake to undergo a supplier assessment. A “Motortech” abandoned the lack of equipment with mechanical and heat treatment, necessary for the provision of services, and specialists in mechanical and heat treatment.
After admitting a single company, the tenders were canceled due to a shortage of participants.
There are no data on the announcement of the new procurement procedure at Prozorro. So, for half a year “Energoatom” cannot order the manufacture of spare parts in Ukraine for diesel generators produced at the Leningrad plant, Russky Diesel. They are installed at Ukrainian nuclear power plants during the Soviet era and require scheduled maintenance, for which spare parts are intended.
After Maidan, the leadership of “Energoatom” tried to start the production of necessary spare parts in Ukraine. However, the SSU opened a criminal case against representatives of “Energoatom” and companies involved in the development. Also, representatives of the security services insisted on the procurement of Russian spare parts. Therefore, the state-owned company continued to procure spare parts through Nordetanolis and Raido Trading firms, which were supplied from Russia itself or through a Croatian enterprise at prices inflated several times.
Now, having canceled tenders for the manufacture of Ukrainian spare parts according to its own design documentation, “Energoatom” will continue to purchase Russian ones.
As “Nashi groshi” notes, Nordetanolis of Lithuania belongs to Kievans Katerina Sakovskaya and Valery Voronin, and its director is Belarusian Andrey Kravchenko, born February 19, 1966. This company sells Adriadiesel d.d. parts for 78G diesel engines for “Energoatom”. It brings to the auction the agreements under which Adriadiesel dd received the original drawings of spare parts for 78G diesel engines from the company Dimida Sp.zoo (Poland), and that from the ZAO PO PO Diesel-Energo (Russia), which is the successor manufacturer of the engine diesel generator GP “Russian diesel”.
In 2017, the Russian Diesel-Energo refused to conclude a direct contract with “Energoatom” and offered to turn to the Latvian Raido Trading. Now this company forced the publication of technical conditions.
Raido Trading was mentioned as the official representative of the Russian Diesel-Energo in a letter to Director General of ZNPP Yuri Kulba from the head of the Office of the SSU in the Zaporozhye region, Alexander Shmitko.
In a letter to the SSU, it was pointed out that the involvement of other contractors for the repair of diesel generators, other than a representative of a Russian manufacturer, allegedly harms the economic interests of the state represented by ZNPP. The intelligence service pointed to an attempt by atomic lobbyists to carry out repairs from 2014 by Ukrainian contractors, in particular, Motortech LLC. Attracting a Ukrainian contractor was the reason for initiating a criminal case in 2015 against the leaders of “Energoatom” regarding treason and sabotage.
