

Military equipment was sold abroad through special exporters on the basis of commission agreements.
This was stated by the People’s Deputy from the “Bloc Petra Poroshenko” party, the Secretary of the Parliamentary Committee on National Security and Defense Ivan Vinnyk at a meeting of the Temporary Investigation Commission.
“Military equipment was sold abroad through special exporters on the basis of commission agreements. Agreements commission signed on behalf of the Minister of Defense, usually his authorized deputy. But the order of the Minister of Defense provides joint responsibility of the person who commissioned to carry out such transactions and the person whom de facto carried them out. Therefore formally it is possible that Hrytsenko did not sign commission agreements, but this was done by the deputy appointed by him on the basis of his power of attorney. And thus there is no intrigue here,” – said the People’s Deputy.
Vinnik explained that a commission contract is a real contract, “when one side, the commission agent which is, in this case, the special exporter undertakes on behalf of the other side, the Ministry of Defense, to pay one or several transactions on its own behalf, but at the expense of the committee.”
“This means that a specialist exporter – Ukrspetsexport, Ukrobornservice, or anyone entered into such contracts in the interests of the Ministry of Defense. The defense ministry was an obvious beneficiary. If the Ministry of Defense really wanted to sell something to someone, it is worth doing for the higher cost,” said Vinnik.
